Dutch is actually the easiest language for an English speaking person to learn. That said, any language takes dedication. You'll have to do a little bit every day for a couple of years before you're any good.

but only 10 procent can speak it with a good accent

but the french part of belgium arent good in other languages :P

and actually about the netherlands i dont really know, but in the flamish part of belgium a lot of people speak english and almost everybody understands it ^^
