i replaced the English language with Japanese, Welch a lot more funny in Japanese (she sounds more wacky and believable, not making fun of Japanese ;p and the voices sound better in Japanese too, especially the more dramatic scenes, can't take the character's seriously in English -.-)

I believe Welch first appeared in this game (Or was it Till the end of time?) and the first two Star Ocean remakes received her. So I believe this design came first.

@ZhadoxFlamez she was in number 3. they then inserted her in the first 2 giving the impression that shes from outside the game, in all timelines. If it was a real universe it would be absurd to assume shes the same welch, however with the knowledge from number 3, kinda makes sense.
