I don't know about up in the North, but down in Tx a Cumbia is a community dance. As the music plays you'll see the usual guy-girl partners going around but you'll also see groups of people going in a circle somewhat like a "cotton-eyed Joe" pattern. It's very popular with younger crowds. There are several videos at "Cool Arrows" in San Antonio if you want to see cumbias in action.
