Boiling water would never freeze instantly, no water will. The steam you see is the boiling water quickly cooling down, the water itself is still falling to the ground as a liquid. Go do the same thing over a street or sidewalk, it would get very wet. Now if you threw it off of a 30 story building it may freeze solid by the time it reached the ground.
You are actually very wrong. I'm not sure where you live, but I live in Minnesota and I've done this before. I did this with boiling and non boiling water when it was about -35. The non boiling water froze before I was even able to throw it in the air. The boiling water froze in mid air, and came down in dime sized chunks of ice/snow.

i live in norway or north in norway and in 1999 we did get -51,2 degrees or in fahrenheit negative 123,8 degrees
and the temp was like -40 to -51,2 for like a week

-35 is not a temperature sane people live in. I just want you to know that I live in Austin TX where if we throw hot boiling water into the air it comes down hotter :) You northerners must have antifreeze in your veins :)

You get used to it c(= for us, anything above 50 F is shorts weather, and 80 F is getting too hot to go outside.
