@loveybumblebee554 Storm drains don't necessarily connect to the sanitary sewer (where human waste is). Sometimes the storm sewer pipes just go under the streets for a few hundred meters and empty the rainwater out into creeks or drainage ditches. In this case, the storm drain emptied into a bayou. But to answer you question, I think storm drain systems are technically sewers, so yes.

This was a real horrible case to watch. I cannot really believe that little girl suddenly fell down a storm drain while playing with others in a puddle. We all have to be well aware of all surroundings; watching out for those drains. That girl could have died during this case. For certain she had to be brought to hospital to be examined. No problems were found and she was released.

Storm drains are crazy, since their whole purpose is to collect all the water that accumulates on the surface and distributes it elsewhere. 1/20 of an inch of rain on the surface can amount to 1 foot of water in a 6' diameter drain, so always be safe.
