Well it said in books about her that she thought that Gladstone was abusing his power and she grew to hate him.

One of the reasons that Victoria didn't like Gladstone was because he went to see her at Balmoral Castle (where she liked to hide away) and he told her that she should be back at Buckingham Palace doing her Queenly duties.
