I wish non-biologist would stop misusing the term "evolution". Galaxy's don't reproduce with variation. They change slowly over time, but they don't evolve. Misuse of the term leads to a lot of confusion with the public and ammunition for science deniers.
I think you are reading a bit into it too much. Science deniers are spawns of pure ignorance and are generally religious minded people.
Evolution can mean gradual development or the process of developing and doesn't necessarily have to be used in conjuction with Darwins theory of evolution though that's how it's usually recognized.

What will happen to the new stars that are just outside the visible portion of the galaxies?
a. The galaxy will expand
b. The stars will fall into the visible portion of the galaxy.

Since ultraviolet light has a smaller wavelength than light it is possible to get better resolution with a smaller telescope.
