Music is also a distraction while driving but somehow people who have no interest in driving will drive better if they listen to music (they relax more) even if their concentration is more focused on the music than driving. 1. Lack of proper enforcement.

2. Fines are too low.

3. It's not a moving violation so no points go on your license.

4. Should be a jailable offense especially for repeat offenders of if a driver causes an accident while using a cell phone while driving. Causing an accident doesn't necessarily mean to actually be involved in one.

Yes, Driving's a privilege on Government property. (Nothing in the constitution about driving!) If you need to get to your destination, buy the land from Point A to B (so that you would be driving on your own perperty), hitch a ride (Bus, train whatever) or sign a contact (a license) that tells the gov that you won't run into a kid driving on their roads.
