I totally know what you mean about rapping over jazz breaks, Mos Def is definitely one of the exceptions and it's a shame when some other artists don't put produce rap instrumentals in a way that keeps the originals integrity. Unfortunately one of my favourite rappers MF Doom is guilty of this crime when he murdered David Alexrod's "Adoration" on the "Mmm food" track "Kookies"

Well Jamiroquai had many influences, just check out their "late night tales" compliation. Johnny Hammonds "Los Conquistadores Chocolates" sounds alot like 'When You Gonna Learn". Have you heard Mos Def - Casa Bey? he uses Banda Black Rio's "Casa Forte" for the instrumental!

Sure. There's a lot of good 70s grooves in Brazil. Try this ones: Jorge Ben, Lady Zu, Don Beto, Gerson King Combo, Uniao Black, etc. Farofa Carioca and Ed Motta are nice artists of nowadays inspired in brazilian funk of 70s.
