Maybe he's unwinding his cabtire? not all cranes have slip rings. Can't be THAT windy by the way he'slewing so well into the wind.I'd guess.....25-30 K.
thats not wind the operator is just slewing in 5th gear a crane will move with the direction the wind is going and sit with the jib in the direction of the wind
crane is not in free slew as it would have only feathered down wind or would point down wind .the crane seems to be stuck on right slew thats why it is going round in circles instead of stay ing in position of down wind.
Might have been better that way, at least wind energy's being convreted to mechanical. If that crane was locked, those strong winds might have bent or even topple that
Tower cranes are left to slew freely in the wind so that they present the least sail area to the wind - the crane in the scene WAS properly left in an out of service condition. If the slew lock had been applied the crane could well have been blown over!

Atleast the crane operator left the crane in free slew i know some operators who wont be bothered to do that !
