Although I would take further steps, such as forcing reviews of licenses given by going around the area (say every quarter for the first year) to see if people have found a radical decline in street safety or the cleanliness of the street. This is because often many people do not appeal the decisions once they are given. So by checking on areas (just once every so often), you get a true image of how the community feels, and react in policing and licensing terms.
Excellent proposal which I look forward to experience after he wins the Cameron Elections. However, alongside this there must be more police officers on earlier hours and I don't just mean on patrol cars, on foot. Also, there should be a fair spread of where these police officers are placed and not just the areas where there is most cause for concern.
make sure this is not just directed towards the 18- 21 age bracket as there is a lot of anti social behaviour by older people and this can be more dangerous than the younger age bracket
