I voted for Clinton in 92 and 96, but i think his legacy at this point is NAFTA, which screwed a lot of small farmers all over this hemisphere, and further deregulation of banks and killing off unions, etc. He also worked closely with Larry Summers and Bob Rubin, two of the architects of the meltdown of 2008, the biggest "legal" heist in American history. In addition to that, Clinton paved the way for the housing bubble and the DotCom bubble. Clinton is a mover and a shaker, but he's greasy.

The dems won in NY because of the unpopularity of Ryan's plan. Clinton is glad they won and it gives leverage to the democrat's position when negotiating changes to Medicare. Those negotiations are coming around the bend. Clinton isn't going along with Ryan's plan, he's setting the stage for future talks on the matter and framing it in light of the recent GOP defeat in NY. He's a master politician, Ryan is a newbie.
