Outbreak 2 takes place at different moments.Scenarios aren't chained to each other.Take the Desperate Times scenario,you can see Ben still alive and even other prisoners.One scenario later,you got The end of the road,which takes place at the end of Resident evil 3.Technically,you should even be able to see Jill and Carlos' chopper flying in the air as you escape the city.

RE2 takes place a day or two after the events of the Outbreak File #2 Scenario "Decisions, Decisions." Ben was just laying around in the jail cell to get some scoop. I really don't see how effective that is though... I mean, because of that, he died.

Yes, the scenario you are refering to takes place before, which is why Ben Bertolucci isn't dead, but you got the scenario wrong, it is "Desperate Times", you put "Decisions, Decisions", which is in the first Outbreak.:)

William force-feeds him an embryo. You can't exactly tell what's happening in this scene, but when you come back and talk to him, he starts to speak but then the parasite hatches out of him in an incredibly gruesome fashion, and then scurries off. It's somewhat reminiscent of Aliens in the way it happens. Leon should have just put a bullet in the guy's head right then and there, because it attacks you later.
