I have to disagree. Super Mario Sunshine has Latin-influenced beats that are nothing compared to the orchestral excellence of Super Mario Galaxy.

I don't see why not; the budgets for "triple-A" games like these have been going up for quite some time now, so I'd imagine that money's going somewhere.

Personally, I hope the next Legend of Zelda game has a full-orchestral/live instrument soundtrack. Twilight Princess' music, I felt, was lacking due to too many fake instruments that were almost midi-sounding at times.
