Just a little thing, but during September New York uses the EDT time zone, which is Four hours earlier than GMT (GMT-4), which means at 21:54 in the United Kingdom, it was 17:54 in New York. I'm not saying that the WTC7 is not visible behind Ms. Standley, just that when this report was broadcast, New York local time was 5:54, about a half hour after the building collapsed.

Sorry to disappoint you but on 9/11 Britain was also on daylight saving time, making the difference 5 hours, not 4 as you claim. Moreover, the broadcast was LIVE. That is to say that the only delay was in the satellite uplink/downlink - a couple of seconds at most. Last but not least, the fact that is announcing the collapse of the building while it is clearly still standing shows FOREKNOWLEDGE of the event.
