LOL, you can't blame the man for having OCD. Although, for someone who doesn't understand, it certainly does look humorous. I have OCD myself. I can't stop rearranging things. So I know the frustration of never being satisfied. Even if it's making sure your car is locked.

He probably has ritual thoughts as well whilst he's doing it, he likes to get it perfect then he does not feel to go back and do it again and thats the reason why he is very open to the public of his actions although when challenged he will excuse his actions.

Once he has achieved this detachment then he can set his alarm a certain number of times or when he feels he has achieved his compulsion. The looking at his watch and the hand movement then puts an end to the compulsion to that episode. He can then feel the compulsion action is solitary with no infringement to whatever has gone before or after, it is pure.

Ok let me explain, his ritual is when he is standing away facing the opposite direction without looking at his car gives him a sense of detachment from his obsession of setting his alarm...a fresh and lets say virgin stance from the subject.
