I suspect that with smaller amounts, people simply don't have the wherewithal to follow all the steps, jump through the flaming hoops etc.PP knows this and is using these tactics quite purposefully it would appear.
Now multiply the smaller amounts by the unknown (yet large) number of victims...
I am sure it adds up to million$ at least.
It all adds up to a couple companies which are not to be trusted nor believed IMO
