Listen step by step:

1. Download "Cross54" savegame and you're gonna have trafic,police cars and helicopter.

But if you hit something with helicopter game will crash so you need program called NFSMW ADVANCE CONTROL

Activate it and minimaze it (sorry if is it incorrect spell).

In the game start screen when it say click to continue press SHIFT+A (shift and a togehter) then load game and click in game menu F6 and thats is you can hit cars
