Back then in the time of the Incas, there was no such thing as countries, so Peru didn't exist. Yes, we all know that Cusco is in modern Peru, but don't forget the Inca Empire extended all over South America, including Ecuador, Bolivia and Chile, even small parts of Colombia and Argentina.

Good description for the origin of the music, it is from South America, especifically from the highlands, the "Andes" or Andean Music (musica Andina), great for these guys who give their time and effort to cultivate and promote it. To say it is from this or that country (as currently known) is to confuse the real origin of the music which comes from years before the current borderlines imposed by modern times.
