@Drooblemeister because in the past the punishment for converting to jusaism was death (usually by burning) both for the convert and the converter. In islamic countries it's today as well. In such situation it's only natural that you'd become phobic of converts. But in the times of Roman Empire Judaism did actively seek converts and a lot of people converted. Today the reasons for not seeking convert I think : 1. ashkenazic racism 2. our ignorant rabbis
