From the video I can't see how the policeman can be blamed, other than being unlucky in that a standard push led to a very bad fall (& death). Guy was dawdling in front of riot police, hands in pockets. The policeman made sure he was right behind the guy, which in 99% of cases will result in him moving the way he's facing except a bit faster. He pushed him about as hard as you push a normal door to open it. No run up, no major follow-through.  A soft push, but the recipient was off-balance.

You can tell from the footage he's not just walking home! He's stood directly in front of the Police refusing to move. There is also footage of him from earlier stood in front of a police van refusing to move.
