It's impossible to make a skin tone that dark. The grim reaper used to hang out for a while after someone died and you were able to interact with him.

Or if you can't be bothered killing off truckloads of Sims so that he'll visit, type in testingcheatsenabled true and shift+click on him. One of the options is "Add to Active Family."

You can add the Grim reaper to your family without cheats. When he's in the lot because someone died, get your sim to start chatting, build a relationship then ask him to move in. He kind of becomes mortal-it was so funny because when he dies another Grim Reaper takes his place and claims his soul or whatever the Grim Reaper does. And so the indicator is there because he's part of the family. And yes, he can get female sims pregnant :D
