Referee Edgardo Codesal Mendez has a brilliant method to showing cards, he just makes it look so dramatic. The foul is abysmal, and obviously the tackle even in today's game must be dealt with the same.
That was serious foul play for sure, there's really no question of that. His studs are up about, oh about 18 inches off the ground and they get Klinsmann in the leg. That's a red card even today.

You do not mention anything about that ball maradona punched off the line against the Soviets in the group stage. That's the only reason they got through.
If you have the 1990 game on tape between Italy v Argentina, then just take a look at the two fouls by Batista in extra time. Both should have been red cards. The ref only gave 1 yellow though. Both times he did not even try to play the ball.
And that was a clear red card against Monzon. He was aiming for the legs risking injury

i have seen the batista foul in the last minute of extra-time where he became a yellow. it was a tactical foul, nothing brutal. it was never a red card. the ref gave giusti a red card and i never understood why. and the final was a disgrace, the ref gave the wc to the cheating germans

Foul wasn't comitted in a vital area (not last man) and there ws no contact made, also common sense should take place it was Monzon's first foul. Horrible foul of Monzon, the slaughterman of Argentina. Schöner Abflug von Klinsmann, herrliche deutsche Schauspielkunst. Irgendwie scheint er den Abflug ja schon vorher vorbereitet zu haben, denn er läuft an wie beim Hochsprung. Allerdings sieht es tatsächlich so aus, als habe Monzon ihn am Schienbein getroffen. Wie auch immer: Am Ende hat das richtige Team den Titel gewonnen. Argentinien war bei dem Turnier extrem brutal, niemand hatte dieser Mannschaft noch den Titel gegönnt.

That was serious foul play for sure, there's really no question of that. His studs are up about, oh about 18 inches off the ground and they get Klinsmann in the leg. That's a red card even today.
I love that ref, absolutely hilarious card presentation. SNAP goes the card, then the dramatic slow turn to point to the dressing rooms after a pause for effect... awesome.
