Because the China Lake pump gun was developed for the SEALS and the EX-41 was developed by Naval Ordnance Station, Lousiville for the USMC (though never getting out of the development phase).

The two are very often confused, one for the other.

@t0nes08 If the technology with the Metal Storm GL turns out to be as workable as it promises, yes. But bear in mind the China Lake 40mm pump action Grenade Launcher was developed during the Vietnam War, so it's a bit of an older weapon. It is still an interesting design though.
