Remember that Hanneman likes a lot of hardcore and punk bands, maybe he is trying to emulate that agressive sound and make his performance more chaotic.
Also some riffs from Slayer classics like War Ensemble are played using a slight form of palm mute, I learned that from a Kerry King lesson in Guitar World magazine, these guys are masters in the art of thrashing the most powerful sound out of an electric guitar.

@Developband Exactly. I'm asking myself the same question. I noticed that he's been playing without palm mute for about 5-6 years.
