As for who he's concerned about, you can start with the poor and work your way up. He funnels hundreds of millions of dollars of his own money through the Carnegie foundation which disperses that money throughout NYC to create programs and services for the poor that otherwise wouldn't exist.

I am SO glad this didn't have enough votes to pass!!! This had less to do with environment and more to do with back door deals made with Bloomberg's private constituents. I can't wait until he's done.

Its crap because for the first few weeks traffic congestion decreased then somehow it went back to how it was, gridlock. also the mayor wants us to use public transport yet its the most expensive in the world $8 for a single journey on the subway. also many small independant businesses have had to close in central london.
we have what is called am oyster card which is swiped onto a terminal, possibly similar to your metro card so that works out cheaper. I live in a area called notting hill, which is quite central a monthly oyster card cost the equivalent of $185. yes wages are higher than the US, but cost of living in the UK is astronomical as well as paying for the congestion charge.
Oh, you're in London! That is expensive (partly because dollars aren't worth anything), but if cheap subways were the solution to congestion we wouldn't have it outside my office right now.
People want to reduce green house gases and stop climate change, but they don't want to give up their way of life-time to start making changes-and thank God this Mayor is ballsy enough to do it!
You might be mixing the issue. There would be a reduction of greenhouse gasses if people reduced how much they use their cars. With this plan, that wouldn't happen. They'd just park somewhere else. In fact, they'd probably use MORE gas sitting in traffic while trying to find a decent parking spot.
If you live anywhere where it would be infeasible to build more parking, you probably don't need to be driving to the transit hubs anyway. In the outer boroughs, there are buses to and from the subway stations. In the suburbs, there are commuter rail stations with large parking lots and, often, buses to and from those stations as well.
Congestion pricing is an infeasible policy. To do that, you need to have parking hubs in the boundaries of the outer buroughs, and next to major transit hubs, such as Jamaica Station, Flatbush and Nostrand, Woodlawn and 179th and Hillside. New York is running outta land, and all the parking lots are being sold and developed. For example, the lot at Flatbush and Nostrand is now becoming a Target Mall.
It's hard to get outraged with Mayor Bloomberg. He makes everything sound so sensible. I was totally on the fence about congestion pricing until I listened to this.
