What's the difference between this dog biting a pillow or tugging on a 1 foot long rope that they sell in almost all pet stores? Just because a dog is biting something doesnt neccessarily mean its training for or reinforcing bad behaviour. If you can't train your dog properly dont get one. And also, even if a dog's tail is wagging, it doesn't mean he's happy. In this case he's pretty happy, but don't jugde a dog on it's tail. It can be decieving.

My neighbor's cairn terrier does the same thing with his stuffed animals. He tears them to shreds, he just looks less intimidating cause he's small.
