If your an enemy of the Republic then you are considered a terrorist or rebel is practically what they are getting at. Republic is just a type of Government, like Democracy, Communism, Imperialism (King, or Emperor.) So you got that?

In a way you could say that the Jedi fight for the good side.... but again, that's a point of view.
