What does the C C F F at 4 and the M M 35 35 at 7 mean?

How come they never do 2 or 1? I've always wondered that.

I believe the blinking "2" is a cue that the video producer leaves for the technician, indicating that the actual program starts in exactly two seconds. This way, if the technician makes the transition early and starts airing the video less than two seconds ahead of the program, no part of the countdown will air, but only a black screen.
