Indeed, police was trying to stop some criminals who stole something and were trying to run away with it, so police made people block the road with their own cars and didn't say what for. It was until later, when the car that cops were chasing hit this improvised road block that the traffic police informed people they were part of the 'special operation' and there won't be any compensation for the damages (tough luck, thanks, bye). Criminals managed to run away.
