They are Highland Bagpipes, but Scottish and Irish culture and songs are so similar, the Irish use those bagpipes to even though their war pipe has already died out. These days the true Irish bagpipe is the Uilleann Bagpipe.

1) They're in tune for the most part, I get the impression this is a hasty mass band type of gathering.

2) they're playing the tune with seconds from some of the pipes, this is intentional and you might learn it if you ever join a pipe band. It creates a richer harmonic melody.

3) You might want to learn to play grace-notes before commenting pipers who are far better than you.

4) Enabling comments on your own videos would facilitate the feedback you need and be of more benefit.

An interesting Arrangement of this tune. Pipes were very much out of tune on the top hand, which spoilt the performance.

If I'm not mistaken thos are cops, The Chicago Police Emerald Society Pipes and Drums. My dad used to be in that band, and I remember he had shoulderpads with white piping like that. I could be mistaken however, all their uniforms look alike to me LOL
