It was part of a limited brush set called the Smashbox Encounter brush set. I paid 80ish dollars for mine but you can find it on ebay for $20-$30 dollars!!! I highly recommend the set. I still use every brush in the set and they are very soft.

It depends on what you think quality is. They are made out of plastic instead of human hair so they don't look real, but they are very durable.
