First you put on TCL on the Console and then you click on the npc that's going to fly and and type kill (do these things in the console). Now you need to use a spell (I recommend Delphine Jends "Enemies explode") and cast it on the npc 10 times or so and open the console and turn off TCL. The NPC will then learn how to fly :D
