Assured availability of water would mean people would not store and throw 'old' water. All water would be 'new'. Backed by an appropriate tariff system with an increasing block penalising overuse of water it has been shown that 24/7 actually decreases consumption. It also saves on leaking water hence reducing net consumption too.
