kata guruma can be use as a counter move. so you can only use it when your opponent attacks.

@OverlordLaharl2 Leg grabbing/kata guruma can be used in combinations too. For example, You do an O Uchi Gari, then rapidly a Kata Guruma - it is legal. But I'm not sure if this thechnique is allowed.
