As an American, "aboot" always makes me think of a Canadian accent, not Scottish, though.

That's a trademark of the show, that actually as brilliant as the Doctor is he actually isn't very good at piloting the TARDIS and frequently ends up in the wrong place. It's been like that since the series started in the 60's - you'd have thought he would have got better at it by now, but nope!
sestrensaz: I totally agree with you. In addition, sometimes the TARDIS does not bring the Doctor where he wants to be, but where he needs to be. An example was the episode 'Idiot's Lantern', he intended to be in New York but the TARDIS took him to England because he was needed there to stop the 'Wire'. In this case, the TARDIS took him to a different century, as opposed to a different location.
@MrVercettti but i think its because the tardis is kinda broken and the doctor just fixes is up with any old thing,you often see him hit it with a hammer or something :L so I dont think the tardis is that accurate, plus the doctor failed his driving test! :P
I LOVE DOCTOR WHO but i hate when after exiting the Tardis , the doctor says there in a certain time or place and then they realize there somewhere else (America for a common example) but they end up in ENGLAND AGAIN, they do it in a few episodes but not all here are som examples like:
(The Idiots Lantern) The doctor says there in new york in the 50s= they end up in london in the 50s
(Fires of pompeii) They were supposed to be in rome and it turned out it was pompii (TooTh and Claw)
you should give it a try, its called doctor who! its loved by millions over the whole nation, so i'd start thinking. by the way rose was the best assistant by miles...just so you know :)
