I am from Chile and I had the opportunity to watch the entire video on PBS (1 hr). I can say with all certainty that the full responsibility falls on the CIA. The only one who acted professionally at all times was the Peruvian Pilot, who asked at least 4 times for confirmation to fire (Phase 3). The informality on the CIA plane was pathetic and was the cause of the tragedy. Here you only see parts of the full video which makes it look like it was the responsibility of the Peruvians.

In the video you can hear four voices. Three on the CIA plane (the pilot, the copilot and a Peruvian contractor), and the fourth is the Peruvian fighter pilot. Even though the main instigator is the Peruvian contractor (he wanted to see blood), the CIA pilot has the final word. He had doubts, but was weak and will live the rest of his life regretting it. The Peruvian fighter could not hear the conversation inside the CIA plane. The CIA paid some $10M in a settlement.

FAP CHOSE to shoot the plan down by there own will. CIA attempted to warn them otherwise.
If a civilian reports to the police what they think is a drug deal and the police go in and shoot everyone. is the civilian tipster responsible. The only FAULT of the CIA was not doing more to prevent the FAP from making a mistake.
FAP did everything wrong, but CIA should know better how to procede in this kind of operations.
FAP doesnt have AWACS or AEW, so they cant chose targets, thats CIA job. That mistake would have been minor if there werent dead peolple involved. And then, the communications issue, FAP relies on accurate info to shot down planes and when that kind of info is confused, you have this kind of consecuences.
There are differents levels of responsabilities here, but with people dead, that doesnt matter..
In Peru, the CIA has as much jurisdiction as civilians, they have no right to give orders or authority prevent the FAP from doing what they thought was right.

The way I heard it the spook pilot stated he didn't fit profile, no evasive action, and finally that the pilot was reporting military presence to the tower. Also, he FIRST did give the order to shoot which is not seen on this video, then he has misgivings but ultimately he says “OK” and that is what set things in motion. @jovenmetalurgia CIA did not "SEND" the fighters, they notified FAP of what they thought was a drug run. CIA had no jurisdiction and could not order the FAP to do anything.
FAP CHOSE to shoot the plan down by there own will. CIA attempted to warn them otherwise.
If a civilian reports to the police what they think is a drug deal and the police go in and shoot everyone. is the civilian tipster responsible. The only FAULT of the CIA was not doing more to prevent the FAP from making a mistake.

FAP did everything wrong, but CIA should know better how to procede in this kind of operations.
FAP doesnt have AWACS or AEW, so they cant chose targets, thats CIA job. That mistake would have been minor if there werent dead peolple involved. And then, the communications issue, FAP relies on accurate info to shot down planes and when that kind of info is confused, you have this kind of consecuences.
There are differents levels of responsabilities here, but with people dead, that doesnt matter..

In Peru, the CIA has as much jurisdiction as civilians, they have no right to give orders or authority prevent the FAP from doing what they thought was right.
FAP is at fault. however like you said CIA should have given better intel. Your assuming CIA and FAP were working as equals. In international arenas the CIA has no authority. they cannot be held responsibile for the actions of other soveriegn countries. Kudos to the CIA for questioning the FAP's judgement

The way I heard it the spook pilot stated he didn't fit profile, no evasive action, and finally that the pilot was reporting military presence to the tower. The spooks repeatedly asked "are you sure" and stated "it's not our call". The burden clearly lies with a trigger-happy Peruvian Pilot who were obviously not monitoring the frequency used to contact the tower.

Both US Intelligence pilots and Peru Airforce pilots should be blamed for that. US pilots on that tape are supposed to provide accurate intelligence reports and they fail miserably at giving the Peru AF the go to shoot down a plane they don't even know if it's "BANDIDO" or "AMIGO". The Peru pilots also fail when they say they're sure it's a drug plane.
They shouldn't have shot it down if they had so many doubts about the plane's true intentions.

RNGD311 they had a radio and were using it at the end to talk to ground control. The Peruvian Air Force guy and the family's pilot were on different frequencies. Peruvian Air Force should have made their announcements on all major channels/frequencies.
Seriously though the War on Drugs is a sham. Keeping it illegal makes it profitable and that's why gangs (who are almost always violent) are able to stay in business. Look at Prohibition in the 1920's...
