So if I he played this at 100fps it would be normal speed.

But since he played it at 10000fps, the computer takes 10000images in one second. when you play it, it makes it slow.

Why not, you ask? Because the human eye can see at a max of ROUGHLY 40 fps.

The only difference is that, when your playing, your graphics card is working harder for no apparent reason.

In these 10,000 fps videos however, most people will record at 10,000 frame per second, and then render the video at 30. This is because the human eye is only able to see around 30 or 60 frame per second (it's debated which is correct). So rendering the video so it played in realtime would be no better than a 60 fps video in realtime.
