Dude very nice. All you need is make a bigger recipient for the water for make an long waterfall, making the car move more and more faster at every minute.
i like the idea, but try to incrase the size of the water tank and make up for the weight by reducing the densities on some other parts. is there anywhere that I can download this scene?

You need a block behind that wheel, so the wheel is hinged to that block instead of the background. Then you can connect that block to your car or whatever, "no-collide" is useful too
The simulation runs really slow (as in slow motion), how do I fix that?
Enter System.minFPS = 0; in the Console (press F11) or at the end of config.cfg (under the Phun main directory, create it if you must). This will make the simulation run faster, but your framerate will drop. If this isn't enough, then use the options menu to turn off shaders and the clouds, and turn on simple water rendering. This should increase your FPS.
you should have made it front wheel drive, that would work right? that way the back wheel would be pulled over the water, or give the tire some kind of tread, perhaps a 4 or 8 spheres to give it and irregular yet symmetrical shape
Hinged rods would collide with the chain and "buckets". And I think if yould be better if the water exhaust evacuated water behind the vehicle, just above the wheel. I'm going to try this idea, if I can use enough water without nearly freezing the game.
But a treaded wheel would introduce so much friction... This has so little power, anything less than a perfect circle on a complete flat surface is unacceptable. But I have plans to have the water flow out the back, where it should go, rather than out the bottom.

The frame is already very light, lighter than the water even. I chose the small water tank otherwise my computer would lag.

Very cool. But why springs from the crankshaft to the axle? Why not hinged rods?
Also: You've got a water buildup problem, but maybe some regularly spaced divots in the road could soak that up.

they are two chains hinged together at the ends. You have to carefully line them up and connect, and hold ALT to move one circle at a time.
