You're forgetting the purpose of an AMV like this one, which isn't(always) to match characters together, but to connect them in some way and make the audience believe the connection. Quasimodo isn't a seventeen-year-old girl, either, but I don't see you complaining about that.

Personally, I think fingolfin897 did a pretty decent job, the editing was nice and smooth in most spots, and the syncing was done pretty well. There were several moments where I could draw comparisons between the two.

There is a key difference. The Repo Man genuinely loved his daughter, albeit in an obsessive and twisted way. Frollo was just an egomaniac control freak who viewed Quasi as an embarassment.
