If the anti-tanks are anything like the 88 milimeters that ther German used during WW2, then it makes sense that they can attack helicopters. Because even though there main role later in the war was anit-tank, they were at first an anti-air cannon.

IA is very foolish here, they waste tons of turns not attacking, they are sitting ducks.
Or meaby they made beast so weak officer.

The Beast doesn't have more than 3 units on this map that can attack the planes at all.
