This is a federal program. There are hundreds of airports nationwide that are being subsidized by the government. Johnstown receives roughly $90 per passenger. This is one of cheapest subsidized airports in the country. There are airports receiving in excess of $400 per passenger!! Johnstown has a tremendous amount of military air traffic going in and out, but they don't show that. This is also an emergency runway for Airforce 1, as well as many other large airliners.
