Kefka had only one group to fight off (about 10 people max) with a confused and uncertain woman inside the group. Kuja had technology and resources (about the first half of the game) to pull off his destruction.

When facing off against normal enemies, the basilisk ALWAYS wins (as with Sephiroth).

The basilisk has only one other in its mythology that can defeat/weaken it: the weasel (Cloud is Sephiroth's weasel).

Though the basilisk is weak to the weasel, the weasel can't fully kill it, though it comes closer than anything else (like Cloud & Sephiroth).

But, we're taking this too literally. It's a joke (the Chuck Norris kind).
