It is truth. what he said. people make a big deal about it, but it is the truth. things are easier in a dictatorship, or a monarchy, where all power is in one person. they say "give the people money" and it is done. yes, dictatorships can be horrible things, and have been most if not all of the time. but, it is a more efficent system.

He said this other times too. In one of his early live interviews (before 9/11), Bush was talking casually with a female reporter while walking on the lawn in front of the White House. He told her that he would like to be a dictator. The interview was terminated immediately. The anchor said nothing, just moved on to something else.
I remember this because my thought was: Was he joking or serious? If he was joking, it was a totally inappropriate joke for the president of the US to make.
