Those things lift the track, tie and all (literally), to the proper elevation or superelevation for curves then push rocks under the tie to keep the track properly located.
That cart way out in front shines beams of light back to the tamper. The lifting arms have these disks with slits so it lifts till the beam of light hits a detector. That's how it knows how high to lift.
