You need to get an "Old Sea Map" from either a real life pokemon event, or cheating device, like action replay. There's no glitch that will allow you to catch any of the event legendaries (Deoxys, Celebi, Jirachi, Mew, etc.) without either going to a real life pokemon event or using a cheating device.
This is how you really supposed to catch him but I don't think the event exists anymore. Unless you have a friend who still has the ticket to get there.
