This is not for Vista, as you have "System" not "System Configuration" -- but the option may exist elsewhere for 2 CPUs to be used at boot time.

My 6 year old pentium 4 computer is running windows 7 and booting in 25 seconds (average).
My 1 year old quad core computer is booting in 23 seconds (average) I don’t think the number of cores effect boot times.
Placebo effect I think.

i doubt that will significally increase the boot time - try defragmenting your C: drive

So you dont have to sit there for 5 mins or so before your computer actually gets to a point where you can use it
