It is not about which of the two airlines is better or not, more to the point, which one is likely to survive the economic crisis that all airlines are going through at the moment, including airBaltic and Belavia. Levels of service are pretty good on both airlines, and both have the same average age fleet. That said, I did find airBaltic to be generally cheaper than Belavia, at least Belavia got rid of those noisy outdated TU-134's.
Things might have changed but I once had a rountrip ticket from Warsaw to Minsk in Belavia and went back to Warsaw by train because the Belavia plain was horrifying. But that was in 1995 or 1996.
