Well Rodimus Prime/ Hot Rod wassn't really the leader at that time, he was looking for help from people like Ultra Magnus and humans, he didn't really have someone he could really learn off of like Orion Pax/ Optimus Prime did when he was give the matrix by Alpha Tron who carried the matrix in the cartoon (Nova Prime I think in the comics)
