I just close an oblivion an take the sigal stone then you click on the sigal stone and then you choose a weapon to enchant give it a name and thats it

Yes, after you have finished the main quest, you have to wait a few days (a week?, dont know annymore), and then the armor will be located at the armorer in the imperial city.
